Netherlands Partner Visa (MVV) from Morocco — Evidence Guide
For Moroccan applicants applying to Netherlands. Official source: Embassy of the Netherlands in Rabat.
Applicable visa categories
- Residence Permit for Partner + MVV (married or registered partner) (B07001E) — varies by case; the IND decision period is 90 days and can be extended, and the civic integration exam beforehand and the MVV sticker afterwards are not included
- Residence Permit for Unmarried Partner + MVV (B07002E) — varies by case; the IND decision period is 90 days and can be extended, and the civic integration exam beforehand and the MVV sticker afterwards are not included
What is different for Moroccan applicants
- Moroccan nationals need an MVV, and Morocco is not on the IND list of nationalities exempt from the civic integration exam abroad. In Morocco the exam (A1 level: speaking, reading and Knowledge of Dutch society) is taken at the Dutch embassy in Rabat, and the DUO result must be less than 1 year old when the application is submitted.
- After the IND approves the application, the MVV visa sticker is applied for at the Dutch embassy in Rabat (when the IND letter names Rabat), by email appointment, within 3 months of the decision. The embassy says it can be very busy in spring and summer, and issuing the sticker can take up to 10 working days.
- Moroccan documents need an apostille from the Moroccan authorities. Documents in Arabic must also be translated into Dutch, English, French or German by a sworn translator; documents in French need no translation. Request a full copy (copie intégrale): Dutch authorities do not accept partial extracts (fiche individuelle d’état civil).
- Morocco is on the IND list of nationalities exempt from the TB test (Appendix 7644, valid from 30 May 2025), so Moroccan nationals do not have to undergo the TB test that otherwise follows arrival in the Netherlands.
Document authentication (Morocco)
Morocco has been a party to the Hague Apostille Convention since August 2016. Administrative documents such as civil-status extracts are apostilled by the wali or governor of the prefecture or province, while marriage acts and other court-related documents are apostilled by the designated judicial authorities, such as the King's prosecutors at the courts of first instance.
Issuing authority: Kingdom of Morocco — national apostille portal.
Civil documents commonly required
- Extrait d'acte de naissance or copie intégrale (summary or full copy of the birth record, نسخة موجزة / نسخة كاملة من رسم الولادة) from the civil-status register (état civil)
- Acte de mariage (رسم زواج, marriage act)
- Livret de famille (الدفتر العائلي, family booklet)
- شهادة العزوبة (certificate of single status), for unmarried applicants
- National identity card (بطاقة التعريف)
- Fiche anthropométrique (بطاقة السوابق, police record) for Moroccan citizens
Common refusal grounds at Embassy of the Netherlands in Rabat
- Sponsor income requirement not met — the sponsor’s income must be independent, sustainable and sufficient, and benefits from public funds (such as assistance benefits) do not count as independent income.
- No valid civic integration exam abroad result — the pass must be less than 1 year old at application, unless an exemption or dispensation applies.
- Minimum age not met — both partners must be 21 or older, unless they were already married while both lived outside the Netherlands (then 18 or older).
- Relationship not shown to be lasting and exclusive — the IND’s partner questionnaire warns that answers without extensive detail and documentary evidence can lead to rejection, and the IND treats a sham marriage or sham relationship as fraud.
- Incomplete or unusable documents — for example Moroccan certificates without an apostille, Arabic documents without a sworn translation, a partial extract instead of a copie intégrale, or a single status declaration older than 6 months. The IND says an incomplete application takes longer and may be rejected.
What officers scrutinize on this corridor
- Dated evidence from different moments of the relationship, in chronological order: photos (printed in colour), chats and social-media messages, airline tickets, and money transfers showing that one partner supports the other — the documents the IND’s unmarried-partner form lists.
- A detailed written story of the relationship: where you met, how contact and the relationship began, whether and when you met in person if you met online or through family, any visits to the Netherlands, and how you have kept the relationship going.
- Copies of both partners’ passports showing the identity pages and the pages with travel stamps, as the IND forms request.
- Moroccan civil-status documents as a copie intégrale or a copy from the court that confirmed the marriage, apostilled and, where in Arabic, translated by a sworn translator.
- The sponsor’s income documents as listed in the IND Appendix Proof of income.
Frequently asked questions
Where does a Moroccan partner take the civic integration exam abroad?
In Morocco the exam is taken at the Dutch embassy in Rabat. Your partner first registers and pays with DUO, then emails the embassy with the candidate number to book an appointment. The exam is at A1 level and has three parts: speaking, reading and Knowledge of Dutch society. DUO emails the result within 8 weeks, and a pass is valid for 1 year, so the MVV and residence permit application needs to be made within that year.
Do Moroccan birth and marriage documents need an apostille for the IND?
Yes. The Hague Apostille Convention has been in force for Morocco since 14 August 2016, and Netherlands Worldwide says Moroccan documents must be apostilled by the Moroccan authorities before use in the Netherlands. Morocco has designated court officials for court documents and provincial and prefectural authorities under the Ministry of the Interior for other public documents. Arabic documents also need a sworn translation into Dutch, English, French or German: if it is made in Morocco, the original and the translation are both apostilled; if a sworn translator in the Netherlands translates the apostilled original, the translation does not need legalising.
Will the IND accept a fiche individuelle d’état civil?
No. Netherlands Worldwide says Dutch authorities do not accept partial Moroccan civil-registry extracts (fiche individuelle d’état civil), including those issued by a Moroccan embassy or consulate in the Netherlands. Ask the bureau d’état civil for a copie intégrale. A marriage certificate can be requested from the court that confirmed the marriage; if you instead use a copie intégrale of a birth certificate to prove a marriage or divorce, it must be no more than 3 months old. The IND may ask for two of these documents.
Can we apply if we are not married?
Yes. The IND has a separate route for unmarried partners. You both sign a declaration that you have an exclusive relationship and run, or will run, a joint household, and the IND needs your partner’s single status declaration from Morocco, no more than 6 months old. The sponsor also writes the story of the relationship and backs it with dated evidence. Note that Netherlands Worldwide says informal marriages in Morocco are not recognised in the Netherlands, while civil marriages performed there are.
Can WhatsApp chats be used as relationship evidence?
Yes. The IND’s unmarried-partner form lists chats and social-media messages, alongside photos, airline tickets and money transfers, as documents that prove the relationship, and asks for evidence from different moments with dates, in chronological order. The IND’s translation guidance covers official foreign documents and does not mention chat messages, so check with the IND if your chats are mostly in Arabic or Darija. PartnerProof can format an exported chat as a dated, chronological PDF.
How long does the process take?
The IND must decide within 90 days, but it can extend that period, for example when documents are missing. After a positive decision, your partner has 3 months to apply for the MVV sticker at the embassy in Rabat, which says issuing the sticker can take up to 10 working days. The MVV is valid for 90 days. The IND advises not to book a flight to the Netherlands before the decision.
